We created a series of models and, ultimately, the process became very similar to the design and construction of buildings. A big part of the process was coordinated with other people and elements, coming up with details and materials. We believe that through this experience we’ve proved that working on artistic installations is no different to architectural projects. We both work as architects on distinct projects. How do you see the architecture when working with an artistic installation? We would like to physically extend this idea to architectural projects. Our interest lies in adding a time component to art through technology. We feel spectators found their own ways of enjoying that time within the art through music. The movement, as an element, provides a fourth dimension to the art, which is defined as time. Our big achievement was getting the kaleidoscope to move with music through the application of technology to the artwork. How is technology transforming artistic and architectural disciplines? Photography: Soma Sato Your exhibition has a strong technological component. Many people are surprised at the shape of our particular kaleidoscope being based on origami, as we mentioned, but the actual idea of a reflective surface came from the British influence. What we are presenting is the simplicity and beauty of geometry filtered through two cultures. It was invented in the United Kingdom and was imported into Japan in the 16th century, becoming popular as a toy into which artisan elements, such as origami, were incorporated. The object itself has its own history in which the British culture was transformed within the Japanese culture. How do you establish a connection between cultures through a kaleidoscope? We go deeper into one of the exhibitions of reference at the latest edition of London Design Festival which will be on display again soon: Visionaries of the Kaleidoscope. With this ambivalence in mind, the artistic architectural collective Asa+Yu (made up of Asako Sengoku and Yusuke Ando) put forward an exhibition which forms a prism with multiple views between the Japanese and British cultures. What better than a kaleidoscope to help bridge the gap between Japanese and British cultures? In an era of growing pressure on donor resources and government budgets, the Kaleidoscope Model offers a practical framework through which practitioners and researchers can assess when and where investments in policy reforms are most feasible given a country’s underlying political, economic, and institutional characteristics.Mirrors, colours, shapes, shadows. In the policy reforms studied, a majority of the KM’s core variables proved robust across the two distinct policy domains, while a handful emerged as relevant only episodically.
Empirical application and hypothesis testing rely on rigorous process tracing using secondary sources and semi-structured interviews with a purposive sample of 58 stakeholders in Zambia. The paper tests the model empirically in Zambia by evaluating eight policy reform episodes related to agricultural input subsidies and vitamin A fortification. Inductively derived from empirical examples in developing countries, political economy literature, and theoretical scholarship on the policy process, the model proposes a set of 16 operational hypotheses to identify the conditions under which policies emerge on the agenda and ultimately are implemented. To address these questions, this paper introduces the Kaleidoscope Model of policy change. What drives policy reform after long periods of policy inertia? What factors shape the effectiveness of policy implementation following reform decisions? These questions increasingly concern the international donor and research communities, given the importance of policy environments in shaping development outcomes and the growing need to achieve development impact with scarce resources.
